Originally, the Affordable Care Act (ACA) imposed deductible limits on health plans in the small group market but not on large group or self-insured group health plans. The limits were to be $2,000 for individuals and $4,000 for families.

On April 1, 2014, the Protecting Access to Medicare Act was signed into law and retroactively eliminated the deductible limits back to the date the ACA was enacted. In other words, the deductible limits on small group health plans are treated as if they were never part of the ACA.
