TORRANCE, Calif. – March. 11, 2015 – Keenan, the largest privately held insurance brokerage and consulting firm in California, has announced that its mandated reporter training course, part of its comprehensive Abuse Prevention Center resources for California schools, is fully compliant with the recently passed California Assembly Bill 1432.
Authored by an expert from the Council on Child Abuse with contributions by a leading California attorney specializing in child abuse defense, the Keenan training course is available to all public schools in the state, regardless of whether or not they are a current Keenan client, and at no charge.
The new law, which went into effect on Jan. 1, imposes a mandated reporter training obligation on all school districts, county offices of education, state special schools and diagnostic centers operated by the California Department of Education, and charter schools and their school personnel in California.
While school employees were already required to report suspected child abuse to the proper authorities, AB 1432 now requires their employers to train them in the detection of child abuse and neglect, the proper actions to be taken in suspected cases, and how to report them. It also requires the training to include information that failure to report an incident of known or reasonably suspected child abuse or neglect is a misdemeanor crime.
All school employees who are in contact with or supervise students must be trained. Those employees include teachers, substitute teachers, principals, administrators, food service workers, custodians, aides, counselors, nurses and librarians.
Intended primarily for K-12 public schools, the Keenan training course may also be valuable for community colleges that operate early childhood development programs or offer summer athletic or science camps for minors.
Compliance tracking and documentation is facilitated through Keenan SafeSchools, the firm’s online safety training and tracking system designed specifically for education agency employees. As stipulated in the law, affected new hires can be automatically assigned the course for completion within six weeks of employment. All affected employees can also be automatically assigned the course within six weeks of the start of each school year for their annual training. The Keenan SafeSchools learning management system is a turnkey reporting system available to generate the required reports for proof of completion. The Keenan SafeSchools system can also be used to track and provide credit for employees who attend live training sessions at a school conducted by third parties such as attorneys.
Created as an initiative designed to help California public schools provide a safe environment for children to learn and prosper, the Keenan Abuse Prevention Center (www.keenan.com/abusepreventioncenter) also offers a wealth of information including an in-depth white paper, FAQs, best practices, county incident reporting phone numbers, a suspected child abuse report form, applicable penal codes for child abuse mandated reporter, and a downloadable reporting poster with spaces for localized information. Keenan provides these resources to California public schools free of charge.
The entire Keenan Abuse Prevention Center training curriculum includes:
