GASB 43/45: Before You Get Too Comfortable
Understanding GASB 43 & 45 compliance is one of the critical needs agencies have, in order to remain fiscally responsible. This presentation takes stock of where GASB 43 & 45 compliance is and provides a preview to two upcoming developments: a rewrite of GASB 43/45 that will probably first take effect in 2016-17; and potential changes to Actuarial Standards of Practice (ASOP) — both of which could dramatically increase liabilities for some agencies. As principal of Total Compensation Systems, Inc. (TCS) for more than 25 years, Geoffrey Kischuk specializes in health actuarial services for California Public Employers. Mr. Kischuk is regarded as one of the foremost experts on GASB 43 and 45. He has performed GASB 45 compliant retiree health valuations for about 600 California public agencies. Because of his long experience in this area, GASB sought his input while developing GASB 43 and 45. He has assisted state regulators in developing policies and procedures related to GASB 45 accounting. He has given dozens of seminars on GASB 43 and 45 as well as hundreds of presentations to governing boards and employee groups.
