Covered California will require insurance policies sold to individuals and small businesses in California to meet the minimum standards imposed by the Affordable Care Act (ACA) beginning in 2014. States had been given the option of allowing policies that did not meet ACA imposed minimum standards to be sold in 2014 due to problems with the federal rollout of the ACA. Covered California decided against allowing noncompliant policies to be sold in 2014 due to a lack of consumer benefit and the potential for consumer confusion.

Covered California is the state health insurance exchange for California. Covered California provides a centralized marketplace where uninsured Californians and small businesses can purchase health insurance coverage.
