The Affordable Care Act (ACA) mandated the creation of State Health Insurance Exchanges. These Exchanges (Covered California is the State Exchange for California) are meant to provide uninsured Americans with a place to purchase affordable health insurance coverage. Covered California will open to the public on October 1, 2013, but there has always been an open question regarding how to determine if Covered California has been successful in its mission.

Materials from the September 19, 2013 Covered California board meeting have provided us with an answer. Covered California will consider the 2014 open enrollment period to have been successful if it enrolls between 487,000 and 696,000 subsidy eligible individuals by April 1, 2014. Subsidized enrollees are individuals and families earning from 139 to 400% of the Federal Poverty Level.
