Covered California is the name for California’s Health Insurance Exchange. The Exchange is scheduled to open on October 1, 2013. With less than 3 months left before opening to individuals, Covered California is making its final preparations.

Covered California has just filed advance notice of intent to file for emergency regulations with the Office of Administrative Law (OAL). This provides notice to interested parties to allow them to read the proposed rules and comment on them during the public comment period.

These emergency regulations would update California law regarding the functioning of Covered California. The updates address enrollment and disenrollment in the qualified health plans offered through the Exchange. The proposed regulations also detail how individuals would go about qualifying for and using subsides to pay for qualified health plans offered through the Exchange.
