Covered California 2019 Enrollment Is Still Open

The Open Enrollment period for Covered California’s health insurance exchange remains open until January 15. If you still need to figure out what to do for health insurance in 2019, your opportunity to get coverage for this year is closing quickly. A few important things have changed for 2019 and we want you to have the information to make decisions that are right for you and your family.

How long is the Open Enrollment period?

In California, the Open Enrollment period is October 15, 2018 through January 15, 2019. However, coverage purchased after December 15, 2018 and before January 15, 2019 won’t begin until February 1, 2019. Outside California, the federal open enrollment ended December 15, 2018.

For 2019, the individual mandate penalty was repealed, fewer Californians were expected to purchase coverage, with rates increasing by an average of 8.5%. Although final numbers are still being compiled, individual health insurance purchasing during this open enrollment appear to be more robust than expected.

What happens during Open Enrollment?

The Open Enrollment period lets individuals:

  • renew current individual or family health care plan;
  • choose a new plan through the health exchange; or,
  • purchase a qualified individual/family plan through a private insurer.

What if someone misses the Open Enrollment period?

Open enrollment is generally the only time that people can sign up for a plan, or switch to a different plan, unless they experience one of several qualifying events. A qualifying event triggers a special enrollment period to purchase health insurance outside of the regular annual open enrollment period.

Are premium subsidies still available?

Premium subsidies increase to keep pace with the cost of the benchmark plan each year and that will continue in 2019. As the federal poverty level rises each year, the income cap on subsidy eligibility also rises; it will be above $100,000 for a family of four in 2019.
