TORRANCE, Calif. – Sept. 18, 2019 – Keenan, an industry-leading California insurance brokerage and consulting firm for health care organizations and public agencies, has announced that Troy Butzlaff has joined its Municipalities Practice team as a Consulting Senior Advisor.In this role, Troy will represent one of Keenan’s strategic partners, MidAmerica, a Florida-based company that specializes in delivering health reimbursement and retirement benefit solutions to the public sector.
Troy has more than 29 years of experience in city management, working for various cities in California. He served as City Manager of Azusa (2015-2017) and City Administrator of Placentia (2008-2015). Prior to that, Troy served as Assistant City Manager for the cities of Palm Springs (2002-2008) and Indian Wells (1996-2002).Troy recently retired from the City of La Puente where he served as Director of Administrative Services/City Treasurer.
Over his nearly three-decade-long career in city management, Troy has successfully led municipal organizations through an unprecedented decline in financial resources forcing evaluation and analysis of essential services, business practices, and operations at every level of the organization. He has extensive experience developing innovative approaches to employee pension and health benefits resulting in significant cost savings and enhanced benefits.

Troy holds both a Bachelor of Arts degree in Political Science and a Master of Public Administration degree from the University of La Verne. He is a member of the International City/County Management Association and received their distinguished Credentialed Manager designation in 2005. He also is a member of the California City Management Foundation and the California Society of Municipal Finance Officers.
